Cebu's budget accommodation spreads across two zones that share a name but little else: the walkable commercial grid of Cebu City's downtown and the beachfront strip of Mactan Island to the east. Between them, a ring of residential neighborhoods along the uphill spine of Cebu City proper offers rates that the waterfront and the commercial core cannot match. The cheapest beds sit at $6 a night in the old downtown, while the resort tier on Mactan pushes toward $57; the gap is not just price but pace, noise, and proximity to the things a traveler needs on foot. The downtown delivers jeepney access, street food, and Carbon Market within walking distance. The hillside neighborhoods trade that convenience for quiet and a cooler elevation. Mactan trades the city entirely for saltwater and resort pools. Knowing which trade you want is the first decision; the neighborhood follows from it.
